Canadians travelling to China are being reminded to exercise caution as the country introduces new rules that could prevent visitors from leaving.
The Government of Canada advises Canadians to “exercise a high degree of caution” while in China and for those planning to visit the country.

About China’s Exit Ban
China’s latest exit-and-entry rules came into effect on September 15, 2026, after being approved by the country’s State Council in July.
It’s worth noting that exit bans are not a new measure in China. Authorities have previously been able to stop certain people, including foreign nationals, from leaving the country in specific legal or security-related circumstances. The updated rules broaden and clarify some of those powers.
The latest regulations are intended to strengthen authorities’ ability to restrict the departure of people suspected of posing risks to national technology and industrial security. The measures also include restrictions that can apply in certain national security cases.
Canada’s Travel Advisory for China
Among other travel advisories, the Government of Canada’s website now has an updated section on the exit bans. It warns travellers of the circumstances in which they could be prevented from leaving China.
Exit bans
Chinese authorities may place an exit ban on specific individuals. An exit ban may prevent you from leaving the country if you, your family or your employer and/or business associates are involved in any open civil or criminal investigations, including business disputes.
You may only learn that authorities have placed an exit ban on you as you go through customs and immigration controls when trying to leave China. It is difficult to obtain information on bans from Chinese authorities.
If you’re unable to leave the country because of an exit ban, consult a lawyer and contact the closest office of the Government of Canada.
What it means for travellers
A main concern for travellers is that an exit ban may not be obvious until they attempt to leave the country. The Canadian government also warns that obtaining information about an exit ban or having it lifted can be difficult. This could leave travellers uncertain about when they will be able to leave.
The changes do not mean Canadian tourists will automatically be prevented from leaving China. However, Canada’s existing travel guidance says foreigners can face exit bans in connection with legal disputes, investigations and other circumstances under Chinese law.
The federal government also notes that Canadian consular officials cannot override Chinese laws or prevent local authorities from applying an exit restriction. Canadians who are unable to leave because of an exit ban are advised to seek legal assistance in China and contact the nearest Canadian government office.
