North Vancouver Creates Bylaw Targeting 1 Man With 15 Pigeons

If you live in North Vancouver and you’ve been thinking about getting a pet pigeon, we have bad news.

The district council passed a new bylaw Monday evening banning people from owning the pigeons.

This new ban is the result of a complaint filed against a man, Kulwant Dulay, who owns not 1, but 15, pigeons.

“In my other house in North Vancouver, everyone loved pigeons,” Dulay told CBC. “They were flying around no problem. My second, third week I moved in, she started complaining.”

Dulay said he has owned pigeons for 25 years, but didn’t receive a complaint until 2017, when he moved into his new home in Lynn Valley.

Pigeons Ruffling Some Feathers

The kicker: the complaint was filed by his neighbour, Betty Forbes, who also happens to be city Councillor.

The vote passed by 4-2, but it wasn’t made apparent during the meeting that the Councillor was the one who complained. (She recused herself from the vote.)

“I’ve spent lots of money fixing my backyard. I try and keep it as prim and proper as I can. I invest in it every year. And now I get to sit on the back deck and entertain and look at a pigeon coop,” said Forbes.

Forbes first began sending in letters and attending council meetings in 2017, when she was not yet a council member. (She became one in October 2018).

By the summer of 2018, staff investigated and took away 6 of Dulay’s original 21 pigeons.

Dulay said he had applied for a permit, but never got one. He added that Forbes hasn’t spoken to him since.

With the law now passed, however, it will come into effect May 2020, giving Dulay some time to say goodbye to his beloved pigeons.
