VPD Officer Charged With Multiple Counts Of Fraud And Theft

Kalwinder Dosanjh, a 26-year Vancouver Police Department officer, as well as anti-gang advocate and youth charity CEO, is now under arrest following a 2.5-year investigation led by Superintendent Mike Ritchie.

He is facing multiple counts of fraud over $5,000 and theft over $5,000, which date back to 2017.

Vancouver Police Officer Kal Dosanjh: Charges and Arrest

On Friday, the VPD provided a major update into their investigation into Dosanjh.

Dosanjh was taken into custody on Thursday, with legal proceedings now underway before the courts. Charges against Dosanjh and one another male, 51-year-old Sarabjit Singh Gill of Surrey, B.C., have been approved by the Crown Counsel as of yesterday.

Dosanjh is being charged with four counts of fraud over $5,000, four counts of theft over $5,000, and one count of beach of trust. The conduct at the centre of these allegations occurred between 2017 and 2025. Reportedly, some of the charges related to the alleged fraud and theft are from investors of a number of property development projects. Other allegations note that the alleged fraud and theft is from Dosanjh’s charity that was founded in 2015, Kidsplay Youth Foundation.

In a statement, VPD Chief Steve Rai said,

In December of 2023, the VPD received information from multiple victims alleging criminal activity involving Mr. Dosanjh. Following an assessment of that information, I initiated an investigation into the actions of Mr. Dosanjh, and a dedicated VPD investigative team was established. From the outset, we took immediate steps to protect and support the victims by embedding a dedicated victim and witness management team within the investigation, while ensuring the allegations were thoroughly and properly investigated.

A total of 19 victims have been identified thus far in the investigation, with total fraud amounts reaching $3 million.

Effective immediately, Dosanjh has been suspended. Rai has recommended to the Vancouver Police Board that Dosanjh be suspended without pay, which, if adopted by the Police Board, will remain in place while the criminal proceedings move through the courts and until any disciplinary proceedings under the Police Act are completed.
