ABC Vancouver continues to take real action to make housing more affordable and accelerate home construction. In a significant step forward, the city council approved a new mixed-use development on West 10th Avenue that will provide 571 rental units, with 20 percent designated as below-market. Additionally, council approved a new rental building at Fraser Street and 29th Avenue and a mass timber building that will house Ronald McDonald House, offering family-focused units to support children receiving medical care.

Accelerating Housing Supply with the 3-3-3-1 Framework
ABC Vancouver has taken decisive action to boost housing supply and reduce bureaucratic delays. The ambitious 3-3-3-1 Permit Approval Framework is cutting backlogs, reducing red tape, and lowering fees for affordable housing projects. The framework has already sped up approvals for thousands of homes, reducing permitting times by 50 to 70 percent in many cases.
The framework streamlines permitting approvals as follows:
- 3 days for renovation permits
- 3 weeks for detached home permits
- 3 months for multi-family and mid-rise project permits
- 1 year for high-rise and large-scale project permits
This week, council approved additional measures to advance 3-3-3-1 permitting targets. Beyond permitting, the city has unlocked up to 75,000 new homes by updating view cone regulations, allowing more multiplex developments, increasing density near transit, and eliminating outdated parking minimums in key areas.

Tangible Progress in Housing Development
The impact of these initiatives is already evident, with rental housing starts doubling to the highest rate in Canada. Since 2023, the city has seen:
- 7,000 new rental homes break ground
- 14,160 homes approved since January 2023
- The introduction of Vancouver’s first-ever Seniors Housing Strategy to provide secure and supportive housing for the aging population
